The smoke from that steel mill 5 years ago vs today is completely different

I live near Gary, Indiana and used to see this thick orange-brown smoke coming from the mills every day. Now it's mostly white steam or barely anything. My uncle worked there for 30 years and said they put in scrubbers around 2019. He claims it cost them like $40 million but the air quality reports show a huge drop in particulates. But I've seen some forum guys say the mills just moved the pollution elsewhere or started burning different fuel at night when nobody's watching. Has anyone else noticed big visual changes at industrial sites near them?

Honestly, I feel you on this. My buddy lives near a cement plant in Texas and it went from this nasty yellow dust to barely anything after they got sued a few years back. Ngl, it's hard to trust it when you've seen the old stuff for so long.
