Saw a horse with a weird shoe setup at the county fairgrounds

I was at the Springfield fairgrounds yesterday and spotted a draft horse with these wide, flat shoes that had a rolled edge all the way around. The owner said they were for a horse that drags its feet a lot on pavement. Have any of you worked with a design like that before?

Actually, it makes total sense. Deep snow can really mess up a horse's legs, and they can sink right in. Snowshoes would spread their weight out so they don't get stuck or hurt themselves. People use special boots for horses in mud, so why not snow? It's just practical for places that get a lot of it.
