Community solar vs rooftop solar, which actually makes more sense?

I looked into putting panels on my roof in Phoenix and it was gonna cost $14k upfront. Then I found a community solar program where I subscribe to a shared farm and get a credit on my bill, no installation needed. For people who rent or can't afford the upfront cost, isn't community solar the better option for actually getting more people off fossil fuels?

Community solar lets landlords profit while renters get zero tax credits, lol.

Did your friend actually get stuck with a surprise bill when the farm didn't produce enough credits? My buddy signed up for one and his winter credits were way lower than promised, made the whole thing feel kinda scammy.
