Why does everybody here ignore the weatherproofing step?

Last week I was on a job in Tacoma and the guy running the crew just laid brick straight over the damp foundation, no membrane, no weep holes, nothing. Three years ago I did a repair on a house in Seattle where the previous guy skipped that and the whole wall was rotting from behind. I get that speed matters but you're just building a future problem. Anyone else see this as a growing trend or am I just the old guy yelling at clouds? What do you tell the young bucks who look at you like you're slowing them down?
