Found a VHS labeled 'Garage Sale 98' that was actually a weird local commercial for a pet cemetery.
I realized I was doing it wrong the whole time when I finally cleaned the tape heads on my VCR after months of fuzzy playback, and the first clear frame showed a guy in a giant squirrel costume waving a shovel (which, honestly, explained a lot about the weird audio I'd been hearing).

Read a blog post last year about lost local commercials, the kind that only aired at 3 AM. They said a lot of small businesses in the 90s had zero budget, so they just got the owner's weird nephew to make something. A giant squirrel with a shovel totally fits that vibe. Makes you wonder what other bizarre stuff is decaying on old tapes in basements. Did the cemetery at least get good business from that ad?
