My $19 credit freeze binder is why I still have a score at all

Everyone says freezing your credit is free and easy, but after my wallet got lifted at a gas station in Tulsa I found three hard pulls I never made. The binder with printed monitoring reports cost me $19 at OfficeMax, and it caught a store card opened in my name within a week. Has anyone else had a fraud alert fail to stop a new account from showing up?
