The two page rule for opening scenes

I kept reading prompts that started with 3 pages of weather before anything happened. Last Tuesday I gave feedback on one that finally clicked: if nothing happens by the second page, the reader is gone. Has anyone else found that cutting straight to a character doing something odd fixes pacing better than adding more description?
