DAE see installers skipping the ground bond on fiber terminals

I was at a job site in Raleigh last week checking an AT&T terminal and found three drop cables with no bond. The ground lug was just dangling. I've seen this at least 15 times this year. How do you guys handle it when you find someone else's unbonded work?

3 AT&T terminals in a row at an apartment complex in Charlotte last month with no bonds. The ground bars were just sitting there with the nuts loose like someone forgot to finish the job. How do you even walk away from that?

Bonding's overrated, those terminals will work fine for years with no ground.
