A guy at the Canyon Park QFC told me the traffic on 405 got worse because of a light timing change, and I can't stop thinking about it

He said the city retimed the lights near the Bothell-Everett exit about 6 months ago and now everyone backs up on purpose. Has anyone else noticed the evening commute got worse this year, or is he just making stuff up?
