My neighbor swears gravel is the move under a fire pit, I say sand, who's got a 3rd option?

He's had his on 2 inches of pea gravel out in Tucson for 3 summers and no cracks, but my 4 inch sand base over the same clay soil keeps shifting when it rains. Anyone actually tested both and got a clear winner, or is there a paver base I'm sleeping on?
