Update: My balcony compost bin got a bit too wet after a big rain in Seattle last week

I keep a small plastic bin with holes on my balcony for food scraps. We had three days of heavy rain and I forgot to bring it inside. When I checked, the bottom was full of water and it smelled pretty bad. I had to dump it out and start over with way more dry leaves and shredded paper. Has anyone else found a good way to keep a balcony setup from getting soaked?

My compost bin overflowed last week from the same thing. Honestly, it just turns into a wet, muddy mess every single winter. I've given up on keeping it dry until like April.

Actually, a wet bin breaks things down faster if you turn it enough.
