Found cat poster says 'no questions asked', but what if the cat is chipped?

Walked past a poster on Maple Street last Tuesday for a missing tabby. Big bold letters across the bottom: 'NO QUESTIONS ASKED, JUST RETURN HOME.' Got me thinking though. If someone finds that cat and brings it to a vet, the chip will point to the owner anyway. So does that promise even matter? One side says it lowers the barrier, scared finders might worry about reward money or legal trouble. Other side says it invites bad actors, people who might grab a cat just to collect a finder's fee. I've seen both arguments in this group over the last month. What's your approach to wording your posters, and has the 'no questions' line ever backfired or actually worked for you?
