Got passed over for a lead spot last month because I never asked for it

My manager sat me down on a Tuesday and said they gave the role to a guy who had been there 8 months less than me, and his only edge was that he walked in and asked for it. I had spent 2 years just doing good work and hoping someone would notice. So I started drafting a one page list of what I actually want this quarter, and I am curious how other people bring this up without coming off pushy.
