That photo of the lake monster was just a fuzzy log, but now I second guess every blurry shot

I've been digging through old family slides from my parents' attic, and there's this one blurred image from a 1987 trip to Yellowstone. My dad insists it's just a bison walking behind some bushes, but the shape and color seem off to me, more like a bear maybe. I tried scanning it at 1200 dpi and sharpening it in free software, but the details just smear further. Has anyone had luck with a particular tool or trick for pulling details out of motion blur on animal photos? I'm about to spend $40 on a restoration app, but I want to know if it's worth it first.
