Neighbor says my 12x16 shed needs a permit, I say under 200 sq ft is fair game

He pulled his own permit in Austin last spring and now thinks everyone has to, but my last 3 builds went up without one and passed every inspection, so which is it, are we all supposed to file paperwork for a simple shed or is he just mad he did it the hard way?
